Everyone, I have some very interesting information to share with you.
Upon the Sheriff's recommendation, I messaged the Mayor directly to ask about this 'new resident program' of his. I'm pleased to say that after some time, he did reply personally.
Now, both him and the Sheriff were surprised that I'm even asking about this, because they are under the impression that we signed up to be here. Well, have a look at the video that he sent me - I've managed to attach it to this message.
Anyways, I'm pretty sure that I didn't sign up to be here. But I believe that we did all have that mysterious flash and the tall man in a black suit, with a black hat, I think? And perhaps carrying something. So, I tried to ask the Mayor if his recruiter looks like that. I also asked if I could review my application to the program.
However, my request was met with more lovely resident side-stepping. Miss Osculia replied that the applications are confidential and not available to view after they've been submitted. Now, do any of you know about privacy laws? Because I'm quite certain that there should be nothing restricting the one who filled out the form from reviewing it. If you can think of an argument so that we can see our forms, it might be worth a try.
Either way, I hope this helps. Miss Osculia's supposed to let me know when the Mayor is available to 'address my concerns'...

Oh, I can think up arguments if she's going to be that stubborn. The mayor's the head of our government, right? In the US, if the government refuses to grant access to a person's own documents, it's fair grounds for a court case. There's Privacy Acts that enforce this law... and if necessary, I can quote it to her face.

I don't know if the laws of the US apply here, seeing as we're on the 'Northern Continent' of 'Sol 3' [makes a face at that], but it might be worth a try anyways? If nothing else, a whole bunch of us asking about it might get some attention.

[And Fuu will cheerfully ramble on about Luministi-as-she-knows-it until you try to cut in. She starts with some basics - the edge of town loops back, the sundials are suspicious and the residents even more so, the schools and most of the families live just outside the town proper, the sparse history (http://community.livejournal.com/luministi_ooc/5542.html#cutid1), and disappearing buildings.]

However, there does seem to be someone out there who is trying to give us clues. How trustworthy they are is another matter, but at least it's more than the residents are giving us.
...Except perhaps the Sheriff. He has probably given me the most straight answers out of anyone here.

The timing of that last one was very fishy, but there's not a lot else to suspect the Sheriff by. Most of the clues seem to point to Doctor Resarci, but I can't help but feel that he at least has an accomplice.

Why all the mystery? I feel like I'm going around in circles, trying to figure this out.
Wouldn't it be great if the mysterious friend just out-right said, 'this person is the one to watch!'. Would be so much easier, but it never happens that way.
And there are for sure at least two factions in the town. I suppose you could say those 'for' the program, and those 'against', in general. For sure there are several key people on each side. Doctor Resarci called the last warning message 'malicious propaganda' and said that someone with concerns about the program should go through the proper channels and not sabotage it. But going so far as to murder someone?
