[In what is possibly the most useless C.A.T. transmission to date, Cissie is staring at your soul her C.A.T. No movements, no words... just lots and lots of staring into the device and the room around her. It's likely that she doesn't even know the darn thing's on!
Fellow citizens of Luministi, Cissie nearly killed someone in cold blood a long time ago. She, unfortunately, has been regressed to that time. Calling to her might work, but it's also just as likely that she wouldn't respond. (Or mumble in gibberish.)
